Unutarnja politika je uvijek nastajala pod utjecajem broja faktora, međutim kada je u pitanju politika Bosne i Hercegovine, ona je u potpunosti uslovljena intermestičnim i regionalnim poretkom, kao i brojem centrifugalnih sila. Organizacija državnih tijela, decentralizacija, konsocijacionalizam i ustavno odobrena bliska veza sa susjednim državama, Republikom Hrvatskom (RH) i Republikom Srbijom, otvara prostor za manipulaciju i visok nivo utjecaja, štetnih naročito kada je riječ o značajnim zakonskim reformama, kakva je upravo izmjena Izbornog zakona.
Stepen, sredstva i razmjer vanjskopolitičkog fokusa Republike Hrvatske na Izborni zakon u BiH predstavljaju prijetnju kako suverenitetu tako i skladu unutar međunarodno priznate nezavisne države. Osim utjecaja populizma, nacionaliziranja i re-tuđmanizacije hrvatske vanjske politike na Izborni zakon u BiH, ključno pitanje je i na koji način ovakva politika čini Hrvatsku sigurnijom ili stabilnijom, odnosno, zbog čega Izborni zakon u BiH predstavlja neosporivi nacionalni interes Republike Hrvatske.
Izborni zakon BiH za sigurniju RH?
Republika Hrvatska ima jedinstvenu ulogu i značaj za Bosnu i Hercegovinu, kako za pitanja konstitutivnih naroda, tako i za njen euroatlantski put. Međutim, ono što Hrvatska treba shvatiti, a čega se Milanović iz svog premijerskog mandata treba prisjetiti, jeste da je RH time što je prepoznala BiH, prepoznala i njene granice, tvorene kao teritorijalne, jurisdikcijske, legislativne i administrativne. Progres obje države je snažno uvjetovan stupnjem udaljavanja od primordijalnih, etnonacionalističkih i revizionističkih narativa. Samim tim, proces sekuritizacije primjenom unutrašnjih pitanja BiH nije osnovan, budući da ne postoje realne indikacije po kojima BiH predstavlja sigurnosnu prijetnju Hrvatskoj. Izborni zakon u BiH ne čini Hrvatsku niti sigurnijom niti stabilnijom, već se eksploatira kako kao alat etnonacionalistički obojenih i koruptivnih redova hrvatske politike, tako i kao Milanovićev as u rukavu u egocentrično motiviranom ratu protiv Plenkovića.
